Show comments to ALL visitors

I've noticed that game comments only appear to logged in users. If a visitor is not registered and logged in,l all they see is:

"There are no comments for this game yet. Be the first!"

How do I change it so ALL visitors can see it? I checked the Settings page in Admin/Comments and there is no option.

Is caching ON on your site? If yes, try to decrease its TTL time - 180 (seconds) are enough in most cases.
