Deleting a user doesn't work?

Is this normal that deleting a users doesn't work? Or does this mean something wrong in my permissions or configuration somewhere?

something is definitely wrong with either your admin cp (you can try to reupload php files from the "admin" folder) or your database. On my and my friends' sites that option works just fine.

I reuploaded the files, and it still doesnt work. When I click the Delete "x" icon next to a user, it sends me to the main Admin Home Page.

What is user.php supposed to be CHMOD to?

how the "delete user" link looks like when your mouse is over the "x" icon? It should ends by something like this: users.php?action=delete&id=1

Yes that's the URL it shows (but with correct user ID)
